Senor Mariscal then said he would see that the
Commission left Mexico for Salina Cruz immediately, but I
told His Excellency that I had referred the matter to you
and had asked for authorization to put forward officially
a request that independent doctors should enquire into the
matter.
Till your reply arrived I would prefer not
to express any definite opinion, and would suggest that I
be allowed to reply in writing to His Excellency's verbal
proposal.
This I would send as soon as I receive the
expression of your views.
Señor Mariscal rejoined that he would guarantee
that the Commission would start without delay on receipt of
a Noto from me.
His Excellency then proceeded to expatiate on the
bad faith of the China Commercial Steamship Company, and to
explain that Dr Valenzuela, even if he has been severe in
his treatment of the immigrants, has had great provocation.
He added that the Mexican Government themselves are incli-
ned to view the Company with anything but favour, taking
into consideration their previous experiences of the con-
duot
